Affiliates & Partners

Working in Partnership


James City County Parks & Recreation works in partnership with a variety of groups and organizations to provide recreational and community services to County and City of Williamsburg residents. Our affiliates and partners are 501(c)(3) community organizations whose recreational activities are consistent with those provided by County Parks & Recreation. We work to minimize the need for the department to develop and operate various programs and facilities which are already offered within the community. When considering organizations for partnership, priority is given to those who serve the greatest number of James City County residents, especially true in situations where the department receives applications from several groups of similar disciplines.

These groups maintain year-round or long-term contracts with the County.

Program Partners


These organizations collaborate with us to provide community programs, series of programs or special events.

Community/Business Partners


These organizations maintain a formal lease or contract services with the County.

Apply for Affiliate/Partner Status


To apply for affiliate/partner status, a group representative must submit a:

  • Roster of at least 25* participants. The roster must list the home and email addresses of the participants.
  • Copy of your scholarship application form*
  • Copy of insurance and endorsement naming James City County as the co-insured
  • Proof of 501(c)(3) status
  • Proof of background check
  • Name of Board representative who will serve as affiliate/partner contact and liaison
*Number of participants and scholarship application form may not apply to all non-profit organizations.

Parks & Recreation staff will consider requests when all status conditions are fully met. Affiliate/partnership acceptance is based on space availability, number of existing groups offering similar program, resources, abilities and budget constraints at the time of request. If scheduling conflicts arise, priority is given to the organization that serves the most County citizens. The director of Parks & Recreation makes the final recommendation for affiliate status. All Memorandums of Understanding (MOU) are considered for renewal annually based on completion of MOU requirements. Each organization must use the James City County Attorney Office’s approved MOU template for compliance.

Volunteer Background Screening


Groups that provide opportunities for youth under the age of 18 are required to complete criminal history and sexual offender checks (PDF). The checks are required on all adults who have regular contact with children. After the initial check, they are then required every 3 years thereafter. All leagues must provide a report or signed letter stating completion. All checks must be completed before any contact with children. Failure to comply will result in immediate termination of affiliate status. Individuals found guilty of the following will not be allowed to volunteer with youth:

  • Any sex offense regardless of the amount of time since the offense
  • Any violent felony regardless of time since offense
  • Any felony other than violent or sexual within the past 10 years, any violent misdemeanor in the past 7 years, any drug and alcohol offense in the past 5 years or multiple offenses in the past 10 years, and any other misdemeanor within 5 years considered a potential danger to children.
Each group is responsible for educating and training individuals 18 years and older who are associated with, employed or volunteer in your organization with the state’s Child Abuse and Neglect Mandated Reporting Law 63.2-1509.

Banner Sales Program


Affiliate/partner organizations are invited to participate in Parks & Recreation’s partner organization banner sales program. The program offers affiliates and partners a fundraising opportunity to sell banners to community groups and businesses and to have the banners displayed on select County athletic fields. The fee to participate is 10% of the price of each banner sold. Affiliates/partners who wish to participate may contact Julie Northcott-Wilson via email or by calling 757-259-5412.
