Renovations and Improvements - December 2021

Scope of Work

This project involves design and construction of upgrades and reconfiguration of the County’s marina (formerly known as the Jamestown Yacht Basin) located adjacent to Powhatan Creek. Much of the existing infrastructure has reached or exceeded its useful life and portions are unsafe and unusable. This project will design improvements to the entire marina facility. The improvements will be constructed in two phases with the timing of the phases dependent on available funding. Phase 1 improvements will be focused along the northwest portion of the basin and adjacent to the primary access road and parking areas.

  • Purchase Order issued for design work – April 2018

  • Preliminary engineering and environmental investigations – field work completed June 2018
  • Concept plan developed for review by County agencies and public - September 2018
  • Wetlands Joint Permit Application submitted May 29, 2019
  • Wetlands permit issued by the Virginia Marine Resources Commission September 4, 2019
  • Wetlands permit issued by the Army Corps of Engineers November 6, 2019
  • Preliminary design based on comments from agencies and public
  • Design plans were approved by the County on November 20, 2019
  • Dredge disposal area plan approved by the County on November 14, 2019
  • Project bids received December 19, 2019, but no contract awarded
  • Project was rebid on June 30, 2020 with bid opening on August 12, 2020
  • Three bids were received. Currently in negotiation with the lowest bidder
  • Project awarded to Carolina Marine Structures at October 27, 2020 Board of Supervisors meeting
  • Construction started on November 27, 2020
  • Demolition of existing docks and piers complete
  • Dredging of the basin is complete
  • Removal of existing overhead electric lines and poles
  • Installation of bulkheads is complete including backfilling of the bulkheads
  • Installation of riprap revetment for shoreline stabilization has been completed except for two areas where the fixed access piers are located
  • The floating docks have been delivered to the site and have been assembled
  • All pilings for the project have been installed as of November 29, 2021

Project Issues

  • A bid was received on December 19, 2019 from only one qualified bidder so the project is going to be rebid in the early summer of 2020 with construction to start in fall of 2020. Adjustments were made to the bid documents and timing to attract more bidders.
  • The project’s original design included bulkhead structures and a living shoreline to stabilize the marina’s shoreline. Due to soil conditions in the marina being softer and deeper than anticipated, a riprap revetment was substituted for stabilization of that portion of the marina shoreline that was to be a living shoreline due to constructability issues related to the soil conditions.
